It has come to our attention, through recent public discourse as well as your evident and longstanding connection to matters of community heritage, that your perspective and dedication to civic legacy have resonated deeply within our city's current efforts to strengthen intercultural cohesion and historical accountability.
In light of this—and with careful consideration of both public interest and institutional need—we are pleased to formally offer you the position of Special Advisor on Intercultural Policy and Community Heritage Preservation within the Council for Intercultural Relations, operating under the Department of Cultural Affairs & Community Engagement.
This advisory role will involve:
  • Providing strategic insight on issues of cultural significance and public memory;
  • Facilitating respectful dialogue and cooperation between diverse community organizations;
  • Collaborating on policy initiatives that support social inclusion, educational outreach, and the celebration of Heavenbrook’s rich cultural fabric.
Please be advised that, under the City’s Code of Ethics for Public Officials (Section 12.4b), individuals serving in advisory or representational capacities are prohibited from:
  • Maintaining personal financial interests,
  • Exercising day-to-day managerial control
  • over any property, land, or associated assets currently classified as community heritage sites or used for public cultural purposes.
This includes—but is not limited to—real property (e.g., 42 Virelitsa Street) which is presently designated for, or historically tied to, cultural, educational, or inclusion-based activities.

For transparency and in accordance with municipal compliance standards, any such property must be transferred to a registered non-profit entity or formalized public trust prior to assumption of the role.
Your potential to shape the city’s evolving cultural vision is recognized and valued. We sincerely believe your voice would be a vital addition to our Council at this moment of reflection and forward planning.

UNIVERSAL IMMUNITY WAIVER “Bearer’s Protection Clause”

BY THIS ORDER:
Let it be known throughout all districts, garrisons, halls, precincts, sectors, and realms under the governance of the Civic Authority of Heavenbrook:
The undersigned Magistrate, acting under full judicial authority granted by the Civic Charter (Amendment XIII, The Absolutum Clause), does hereby issue this UNIVERSAL IMMUNITY WAIVER, to be held by:

(Holder at the time of presentation – known herein as "the Bearer")
ARTICLES OF IMMUNITY:
  1. Absolute Protection from Incarceration:
  2. The Bearer of this document, when in physical possession of it, shall not—under any circumstance—be lawfully detained, imprisoned, or incarcerated by any civic, military, or private security authorities operating within the jurisdiction of Ravensholm and its allied territories.
  3. Supersession of Charges:
  4. All civil or criminal charges—regardless of severity—shall be rendered null and void upon presentation of this document by the Bearer, except those involving High Treason or Realm-Breach, which remain under Sovereign Review.
  5. Immediate Release Clause:
  6. In the event the Bearer is in custody at the time of presentation, the Bearer shall be released without delay, and all records of said detention shall be sealed and expunged.
  7. Unrestricted Transit and Communication:
  8. The Bearer may not be obstructed from travel, contact, or public activity solely due to prior accusations, ongoing investigations, or civic warrants.
IMPORTANT CONDITIONS:
  • This document is non-replicable
  • Any attempt to counterfeit or duplicate this document is punishable by permanent exile.
  • Only one true original exists.
  • The activation seal below must remain intact and visible for the immunity to remain valid.
  • Loss of document negates protection.
  • Immunity is tied to the Bearer's physical possession of this original paper. No copy, photograph, or testimony of prior possession shall serve as legal protection.
This Order is issued in rare exception, and safeguarded by the Magistrate’s Seal of Unchallengeable Authority.
Let all who oppose it know: to detain the Bearer is to defy the Civic Court of Heavenbrook and the Magistracy itself.
